Family sharing with own personal email address

I'm a bit confused regarding family sharing. I was under the impression by info I was given by Apple on Saturday that in order to set-up my 10 year old on family sharing I can use his own non iCloud email address. Tried to set this up but can't and I've had to create an iCloud email for him. Is there a way I can just use his own personal email address instead?
